Whole Life Orders have been passed down since 1983 and are currently legislated through the Criminal Justice Act 2003. They were initially handed down by the Home Secretary but are now handed down by judges. Crimes eligable for whole life orders include:
- murder of two or more persons, where each murder involves any of the following:
- a substantial degree of premeditation or planning
- the abduction of the victim
- sexual or sadistic conduct
- child murder if involving the abduction of the child or sexual or sadistic motivation
- murder done for the purpose of advancing a political, religious or ideological cause
- murder by an offender previously convicted of murder
- other offences the court considers serious or the combination of one offence with other associated offences which in summation are considered serious.
